This program provides assistance to public facilities in the state only. Compensation to individuals, private groups and businesses is not provided.
1978 marked the last event in which assistance was fully funded by the federal government. Since then, 75% of the effort has been federally funded. While initially taking 25% of the burden, in 1993 the state's share dropped to 15% and local governments have contributed the remaining 10%.
